Oracle Fast Formula: Post Election Edit — Cross-Plan Validation with CHANGE_CONTEXTS and BEN_PEN Array DBIs

Why a Post Election Edit that reads enrollment at today's date lets invalid elections through, and how a waiting-period calculation plus CHANGE_CONTEXTS fixes it. Includes the full formula, four worked employee scenarios, and the amount check no configuration can do.

An employee can’t enrol in Voluntary Child Life unless they also carry Voluntary Employee Life. Straightforward rule. The complication is that the formula validating it runs before the elections exist as enrollment results — so it has to look at a date that hasn’t arrived yet.


The Business Rule

Child Life requires Employee Life, and the child amount cannot exceed the employee amount

In Oracle Benefits the employee makes every election in a single window — Medical, Dental, Employee Life, Child Life — and submits the lot at once. A Post Election Edit formula fires at that moment to decide whether the combination is allowed.

Here’s where it gets awkward. The formula validates by reading BEN_PEN_PL_NAME_TN, an array DBI that returns active enrollment results — plans where the employee is currently enrolled and coverage is in effect. It does not return the elections being submitted right now. Those are still in flight; they haven’t been written as enrollment results yet.

That creates a timing gap, and the gap is where invalid elections slip through.

Four Employees, One Enrollment Window

Mike and Lisa are the reason this formula exists. Mike has a plan-level violation; Lisa has an amount-level one. Read at today’s effective date, both look fine.

Why? Because Mike’s decision to drop Employee Life doesn’t take effect today. It takes effect on the coverage start date — after the waiting period ends.

The fix: calculate the future coverage effective date first, then use CHANGE_CONTEXTS(EFFECTIVE_DATE = l_cvg_eff_date) to shift the lookup forward. Now BEN_PEN returns the projected state — Employee Life gone, Child Life alone. Child = Y, Employee = N, blocked.

Steps 2 and 3 are a standard array loop and IF/ELSE. Step 1 is what makes this formula unusual — it computes a future date before any enrollment data is read.


The Waiting Period

Life insurance coverage doesn’t always start on the life event date. Many employers require a wait. This isn’t a US federal requirement — there’s no law mandating one for group life. Some employers start on day one; others use 30 or 60 days. The employer in this scenario uses a two-month wait with coverage starting on the 1st of a month.

The formula needs this exact date because it’s what goes into CHANGE_CONTEXTS.

That last column is the whole point.

How the date gets built — Fast Formula can’t set the day of a date to “01” directly; there’s no such function. The workaround: ADD_MONTHS(date, 2) moves forward two months, LAST_DAY() jumps to the end of that month, ADD_DAYS(, 1) lands on the 1st of the next. For Mike: 10-Apr + 2 months = 10-Jun → 30-Jun → 01-Jul. You’ll see this LAST_DAY + ADD_DAYS(1) pattern throughout Oracle Benefits formulas wherever a first-of-month date is needed.

What the waiting period is doing here — It is not controlling when coverage starts. Oracle’s built-in waiting period configuration on the plan enrollment page handles that, and you can set “first of the month following 60 days” in plan setup without any formula. In this formula the waiting period answers one question: as of what date should I check whether this employee still has Employee Life? Without it, the formula falls back to today — and that’s exactly how Mike slips through.


Reading the Array

BEN_PEN_PL_NAME_TN and BEN_PEN_OPT_NAME_TN are array DBIs. Each index is a different plan enrollment. The loop walks all of them looking for two specific plans.

The formula doesn’t know in advance how many enrollments exist or in what order. It loops from i = 1 until .exists(i) returns false, checking plan name and option name at each index.

Hardcoded option names are a liability. The formula checks exact strings. If the option range is later updated to '10,000 - 600,000', the match fails, the employee is treated as not enrolled in Employee Life, and valid Child Life elections get blocked. Unless the business specifically requires option-level validation, checking only the plan name is safer.

SUCCESSFUL starts at 'Y' and only changes if one of the two invalid combinations is found. The formula should only ever block — never accidentally reject valid elections.

Block-by-Block

1 — Defaults and initialisation

BEN_PEN_PL_NAME_TN and BEN_PEN_OPT_NAME_TN are array DBIs — the _TN suffix means translated name. They need DEFAULT_DATA_VALUE, not DEFAULT FOR, because they’re arrays. The 'My-Default' value is never matched in the IF conditions; it’s a required syntactic safeguard.

BEN_PIL_LF_EVT_OCRD_DT is the life event occurred date — hire, open enrolment, or qualifying event. Regular DBI, so DEFAULT FOR.

2 — Waiting period calculation

TO_CHAR(date, 'DD') extracts the day of month. Two paths: event on the 1st gets ADD_MONTHS(date, 1); anything else gets the three-function chain described above.

3 — The array loop

CHANGE_CONTEXTS shifts the effective date forward. Every DBI read inside returns values as of that future date.

Two separate IF statements, not IF/ELSE. Both conditions are tested at every index. If index 2 is Employee Life and index 3 is Child Life, both flags get set across two iterations. With IF/ELSE, matching Child Life first would skip the Employee Life check — and the array order isn’t guaranteed.

4 — Validation

Step 3 checks plan presence (Mike). Step 4 checks amounts (Lisa). The ELSE IF ensures step 4 only runs when both plans are present. There’s no final ELSE — if neither matches, SUCCESSFUL stays 'Y' from initialisation.

When the formula blocks something it shouldn’t — Add ESS_LOG_WRITE('Plan[' || TO_CHAR(i) || '] = ' || BEN_PEN_PL_NAME_TN[i]) inside the loop to print every plan in the array. The usual culprit is a name mismatch: the formula looks for 'Voluntary Employee Life and AD&D' while the plan is configured as 'Voluntary Employee Life & AD&D'. One character, and the flag never sets.

Zero amounts — If BEN_PEN_BNFT_AMT_NN returns its default 0 for both plans, 0 > 0 is FALSE and the employee passes. That’s deliberate: don’t block elections when you can’t determine amounts. If your business needs the opposite, add an explicit IF (l_child_amt = 0 OR l_emp_amt = 0) branch with its own message.

You can attach at plan, plan type, or option level. For a validation between two plans, attach at plan type level so it fires for any plan within the Voluntary Life type.

The formula is identical in structure each time — loop BEN_PEN_PL_NAME_TN, set flags, validate the combination. Plan names and the error message change. The pattern doesn’t.


Recap

Post Election Edit formulas fire after submission and return SUCCESSFUL plus ERROR_MESSAGE. They’re the right tool for cross-plan dependency validation.

This one adds a waiting period calculation producing a future effective date, then CHANGE_CONTEXTS to read enrollment at that date. Without it the formula checks the wrong point in time and misses the exact scenarios it was built for.

Three things to watch when adapting it: plan and option names must match Plan Configuration exactly; the waiting period logic must match your client’s actual rules; and use two separate IF statements inside the loop so both flags can set in one pass.
